As the University of Utah works toward its goal of becoming a top 10 public university with unsurpassed societal impact, we are updating some processes to achieve new levels of operational excellence. One of those updates is to the approval process for all construction activities on campus, including studies for future construction. We’re implementing changes to the project approval process beginning Aug. 25, 2025. These changes directly address past challenges and aim to deliver more streamlined, cost-effective project outcomes.
What’s changing and why it matters
More Up-Front Scope Definition: Projects must now be fully scoped before seeking University of Utah senior leadership and legislative approval. This ensures we enter the process with clear objectives and expectations.
Earlier Stakeholder Engagement: Key stakeholders will be involved from the outset, allowing their input to be reflected in the initial design, reducing the need for major changes later.
Our new Project Request Form has been developed and will be required to be implemented through our website, per the clickable link below. Physical forms, emails and other forms of project requests will no longer be accepted.
The Project Request Form thresholds are as follows
- Required for all studies related to infrastructure and/or construction activities
- Required for all construction activities over $250K (construction cost), including changes to campus landscape. Landscape projects in high-profile or otherwise sensitive areas will be required to use this process, as directed by U Facilities leadership.
- Required approvals will be adjusted based on project sensitivity, construction cost and project type
- NOT required for state-funded Capital Improvement projects
- For maintenance or service requests under $250k, the CMS platform should be used
This new approach will create a stronger foundation for every project and lead to more predictable, successful outcomes. These improvements will:
- Provide awareness of projects for campus leadership
- Assist in the prioritization of projects
- Minimize costly and time-consuming changes
- Decrease overall project costs
- Accelerate delivery timelines

These individuals will be essential for ensuring proper communication and adherence to the new process. Please reach out to your District Manager with any questions you may have.
